Is it possible to buy short ends, recans and other low price films from companies other than the Dr Group and Tapesuperstore? Is there a similar store in Europe?

Furthermore, when shooting Super16, would the stock be single perf with B winding?

Yes, film for Super-16 is normally perforated 1R-2994. Most cameras take B-wind orientation with the film wound emulsion-in.
