Film to Video Vs Video to Video

Hi masters,
I would like to have your advice if I am given the choice to do a short story using film or video camera and to be edited on computer to produce a DVD, should I shoot on film or video ? Will there be differences in the final product and why ? Thanks.

Is money no object? It's hard to answer such a question without any parameters other than it's a short film going to DVD.
