Budgeting camera, lighting, grip for small feature

I'm helping a first time director to budget his feature. He's raised 90% of the estimated 6mil budget. The final investors are asking for a budget. The D.P. Gaffer and Best boy have not been hired yet but some reasonably intelligent figures are needed. We are shooting 28 days and I'd guess 2/3rds interiors 1/3 day exteriors, maybe a night exterior or two. Were do I start in guessing about the lights. I've used the weekly rates on 10 ton grip package. It is a love/relationship picture-- nothing has to blow up or be chased. I know that's not a lot to go on but...

Any help would be appreciated.
