how do i get smudge effect similar to long exposed still images ?

Hey!
I am really intersted to know how you can get a similar effect to the smugded images you get in photography while exposing the frame longer then 1/50 ( in photography you can caputre the movement, the light streaks) in film you would have to shoot in lower frame rate...at what frame rate do we get something similar...there is also the consept of fazing in post production- (shooting eg. 4fps and copy those frames cupple times- what is this called?) and what is the sectors role in all of this?
if any one could elaborate on these thoughts it would really help alot! im in kind of a hurry with the answeres..

How low a frame rate you need to drop down to just depends on what shutter speed you want. With a 180 degree shutter, it's 1/24th at 12 fps, 1/12th at 6 fps, etc.

The term is "step printing" but if you do it digitally, you're really just playing back the footage slower.
