The film on spools generally can be loaded in subdued light, but expect a bit of edgefog from any light "sneaking" in between the film roll and spool flange. Likewise, the ends used for threading will be fogged.

The open in darkness recommendation came in with the growing use of Super-16 and of KEYKODE edgeprint, where edgefog can be more of an issue. If you load quickly and in dim light, you probably will not have an issue, but loading in a darkroom or changing bag/tent will avoid any chance of edgefog.
