Looking for advice on Location Scouting

We have a 5min short film we are producing, somewhat on a time crunch, (as always) and I need to find some locations.

I need a quiet street, with old houses, close together. Also, the interior of a house, with steps, and an attic. We were thinking about building the attic in our sound stage, but obviously finding one already built would be easier. =)

Do any of you have advice on finding the locations, asking permission to use the house, and / or building a set to look like an attic. (like.. should I hire a set builder, or a savvy carpenter.)

Normally we choose a house where someone we know lives, but we actually have a budget, and would rather get the look that I want, instead of using uncle bills house down the street.
