45 degree shutter speed

Can anyone tell me if its possible to get that look like the first 26mins of Saving Private Ryan with the CP16A.
I think the director used a 45 degree shutter speed. Curious.

The CP16 has a fixed shutter, so you can't change the shutter angle.
