If the hertz rate is not consistent will you get flicker from a kino or does the ballast regulate the voltage to the head?

The Kino Flo ballast is designed to regulate the voltage that it sends to the tubes. It has no effect on the Hz. It will not operate properly if the Hz is fluctuating more than normal. The same goes for HMI ballasts.
