I really want to learn Green/Blue screen/ fx

I'm aware that the lingo nowadays has gone "green screen," but anyways this is an area that I'm not familiar with. I would like to test shoot/experience with the green bg. May sound corny, but I'd like to get into action films, and specifically martial arts sci-fi. I saw the film "Casshern" and I'm thinking that I'd want to do something with the same concept, but way more minimal since I wouldn't even have a budget to do all that cgi. My interest is in the green screen, and how the roughened up the entire look. the lighting was on point!

Any tips on where to start? What stocks are best?

can chroma key color be on different surfaces opposed to the standard sheets/screens? for example a rail?

Yes, it can be anything. You can key off any color or brightness range. Play around with a compositing program for a while to learn what sort of things you need in post. Try to keep whatever surface it is as evenly lit as possible, and smooth.
