Reg 16mm framing question

need help,

Regular 16mm image shown (fully) on widescreen TV leaves black vertical bars on right and left borders. I want to slide full 16mm image to the right side of 16x9 frame, leaving a larger black space on the left border where I can overlay animated artwork and graphics. Is this framing something I must do during the telecine transfer, or is this an 'effect' I can achieve later?

My final destination for project is to finish on DVD.

Transfer it normally, and then resize it and add your graphics in either your editing program or in a motion graphics program like After Effects.
