Certificate courses in building a portfolio

I need your help cinematography gurus :(

Here's the situation: I just graduated from college from a course not related to film/video production. But i do want to pursue a career in film, specifically in Cinematography. I was given by my parents an opportunity to study abroad [US, AUS, BRI] (i live in Asia by the way) , but with monetary constraits. [lower than 30,000 USD total]

My experience in film/video would only include shorts that i did when i was still studying and im currently a PA at a local production house that makes commercials.


Now, im considering getting a certificate course from prestigious colleges such as NYU UCLA etc just to start me off in creating a portfolio, and hopefully to build connections.

Questions:
1. Will investing in studying for a certificate course be worth it as a start in pursuing this career, and building a portfolio?
2. Are there other ways???Would you know other programs/courses?
*NOTE: I have another constrait, I would like to finish this initial study in less than a year, to lower costs.
