Bringing out certain colors in a scene

Hello,
Ok I think this question will be easier to answer than some of my others.

I want to shoot an interior night scene (on tape - Sony DSR 500) and include very deep blues and blacks, very saturated night colors. I am unsure whether I can/should do that through lighting - eg) gels, filters - or is it done through grading in post?
I am going to use 1/2 or 1/4 CTBs for moonlight and white balance to cold..but that's not enough and just creates a night look more than anything (as far as I understand).

Anyone have any ideas??

My advice is to test. I know that's not really helpful, but it could be a combination of all three. You might be able to get it most of the way there with lighting and then accentuate with color correction, or you might be able to make a drastic change in cc. Not knowing what your post capabilites are and not seeing an example of what you're trying to achieve I'm afraid it's the best I can do.
