Steel Blue Gel...?

Hello all...

I recently read a piece on Guillermo Navarro and his work on Pan's Labyrinth. In it he states that he uses a gel called Steel Blue:

"...the Steel Blue gel Navarro uses lends the images a forbidding, almost monochromatic sheen. ?It?s a blue that has a bit of green to it, so it has a silvery look,? he says. ?I dislike the traditional candy-blue nights. This steely blue is colder and doesn?t feel so foreign.?

So, I'm looking to recreate this look in a film that I plan on lighting in the near future. I am still in college so I have limited funds, but my question to everyone is who makes this gel and where can I buy a roll of it online or elsewhere for the best price.

I've never used this gel, but ever since seeing "Pan's Labyrinth" and reading that article back then, it's been in the back of my mind.

It's a part of Rosco's "E-colour" line and also in Lee's line, #117 Steel Blue
