Matching 4:3 letterbox to 16:9

Argh!

Unfortunately last week two of the guys I was shooting a doc with managed to shoot in letter box rather than the agreed 16:9.

Does anyone know of a way to add black bars to the 16:9 footage to mimick the 4:3 letterbox? i.e. programme, plugins, techniques?

Just zoom and export the letterboxed 4:3 area as a 16:9 file. Lose quality, but not that bad.

Or add widescreens bars to the top and bottom of the video. You'll crop off some of the shot but will cheat it as widescreen and won't reduce the quality.
