I downloaded After Effects 7.

According to the internet, I can correct all the miniDV Green screening short-cummings using the keylight filters on After Effects.

Can this be true?

Its very untrue, my friend :(

Keylight is an amazing keyer, it will give much better results than the default color difference keyer BUT

that being said. Mini DV remains heavily compressed on color channels (4:1:1). The Keylight Pre-blur/despotter can help.. a little... but it wont do miracles.

Are you keying actors or props ?

If the subject being keyed doest move too much, Composite Wizard's Denoiser will do wonders. It gets rid of the "unstable edges" created by the noise and the compression. I use it all the time when keying miniatures or sets that were shot on HD 4:2:2.
