Can you dim a halogen light?

As I understand it; yes - but the colour temperature will also fall at the same time.

Yes, it's the same as tungsten but in a gas-filled envelope.

Halogen lamps dim perfectly well like any other incandescnet lamp. As noted the color temperature decreases (light gets oranger looking) as you dim down the lamp.
