how can i shoot a cost effective documentary and make it look real

I am an aspiring filmmaker that is low on cash. I need to know what is the best camera, lighting tools and/or tricks to go with for a gritty feel and look. I am currently getting release forms signed and finding locations to shoot in urban areas in Memphis 10. I have a production budget of about $3000. I have nothing but my money and creativity; however, I need advice on what to buy for the look I want for the documetary I am trying to produce and direct. Its my first film.
