When I export to QT, the file is not a standard QT file, rather the FCP QT file.

When I click on the newly created file, it only plays in the FCP program, with timeline and all.

It's not a standard quicktime file. I have the file on my external hard drive and even tried to open it on a pc. It is not instantly recognized as a QT file. When clicking to open, I must choose the program to play it on. When I choose QT, it plays with the annoying interlaced fields.

What step am I missing?

None that I know of. Mine does the same thing with interlaced footage on my macbook. QT doesn't play it well, and the codec inside the .mov wrapper just defaults to FCP. On QT Pro you can deinterlace the footage and re-save the file, but only on QTpro. At least as far as I recall.
