I have heard of this lens adapter but have never used it. Can someone enlighten me?

I've used one !

They're a lens converter. They made a few different versions. The thing is, the one you have a picture of there looks like the adaptor that does on the front of the century 6mm T1.9, thus turning it into a 4.5mm. They tend to be used otherwise, on video optics.
