Pardon my ignorance, but is a colorist the same person who does the telecine?

Hi,

If your lucky yes, at times in a budget facility you may get a tape op or trainee.

Like if you get your transfer done at night. You'll get the colorist in training. It'll be cheaper, but may not be as good as the day guy.
