Looking for an economical high output fixture/setup that will give me ambient light on a set. The Arrilite 2k is more than I'd like to spend. Any ideas? I was thinking about using a bunch of work lights rigged together through a silk or something, but also considering florescencts due to their efficiency.

used mole richardson 2Ks can be found on e bay, the junior solar spots, are nice, but you should also look into a mighty mole, the 2K open face fixture.

If you want soft and economical, a space light is tough to beat. If that is too expensive, you could use 4 large (30 or 36 inch) china balls, each with a 500W lamp inside.
