While watching this Oprah segment
about Bollywood actress Aishwarya Rai,
as the video begins with its intro about their film Mecca,
i saw in one shot a set where the frame is holded
with an holder i newer seen before.

What is it?

Looks like a 1x3 holder. Chek a Modern or Matthews catalog or online and you'll probably find a variation of it.

What exactly is an 1x3 holder ?

I could not find any picture of it.
Only as item listed in one or two rental catalogs.

It's exactly that- a clamp that fastens onto a piece of 1x3 lumber, although regionally and in a rental house it could be called by many different names. It used to be common to use them to clamp onto one side of a frame to have a pin on that side.
