what the best way to light a scene at night

whats the best way to light a scene at night with out no generator, no outlet, this is a street scene, no permit, must stay low key, I was thinking about using a big rechargable spot light from walmart and boune the light on the subject , if the cops come we shut the spot light off and walk, any ideas or can anybody recommend a light brand? im shooting 1080p HD (24p) this is for a music video, no budget for permits available. Thanks!

look for a street with as much lights as you can

street lamps
neon signs
store lights

for lighting your object you can use

some led light like this:

use one or two of them it's very small need 4AA has dimmer on it and you can put it were ever you want

try to hold some high light's in your frame all time it will help you to "hold the dark"

Please do try to get permission. It will save you a whole lot of trouble! Even if you just shoot with a battery powered light. You could also have a car with an inverter to power a small normal light (i.e. 300W shouldn't be much of a problem with a good inverter!)
