Does anyone know what this light is?

So at the end of this video Usher is leaning up against this wall after the girl has disappeared and there is this light on the left side of the frame pulsing. I'm wondering what that light is called and how you would get that effect. I really like the it but I've never seen it before. Any help appreciated.

Just get a streak filter, point some lights towards the lens, pulse them up and down a little with a dimmer, and you've got yourself this video. I really can't tell what the light is, but it looks like a row of pars wired together into some sort of practical looking thing.

Looks like the moving cyberlights, streak filter, and that particular shot looks like a MR16 strip off of a few mirrors or a very nicely arranged cyberlight reflection. or a straight mr-16 reflecting off the mirror in frame then pulsing it from 40% to 100%, but it look like is spinning to me more than pulsing.

It looks like a striplight or molefay, bounced into a rotating piece of glass.
