That said: it is certainly possible to put reasonable 720p into around 10mbps using slow, careful encoders and codecs like h.264. It is feasible that the BBC have found better encoders, which produce better results per unit bit rate. It is unlikely, however, that they have found encoders which are more than twice as good as their old ones.
Sounds to me like they had these things demo'd, and someone put up a static test chart and went "Look, look, it's great!"
