So i just finished the screenplay and what equipment do i need. I have a camera and a light kit. What else do i need

The simple answer is for a low-budget short, you went about the process backwards. You should have listed the equipment, tech. skills, and locations available to you, then written a short involving those and just those elements. If it's a short and you don't or can't: own it; rent it; borrow it, you can't afford to shoot it. Do you have production insurance? Liability and workmen's comp.?

Not trying to be a ball breaker, but without financial backing for a short film, every requirement becomes another hurdle to vault. Shorts don't make money, but even after post-production is done, shorts continue to consume money, every festival entry costs "something".
I suggest getting someone to critique your story and see where it's lacking. Fix whatever is necessary and then make your production plan.
