The footage is from Dr. Dre's "Forgot About Dre" music video. I'm not sure what kind of glass is used to get that effect.

It's obviously triggered by lights that shine right into the lens, but it has an effect almost like putting clear cellophane around the lens (obviously this isn't cellophane, though). Any ideas what is used to get this in-camera look?
