Flashlight VFX

I have to shoot a video clip next week. I need to do some VFX, a flashlight FX like in a storm.
I don't know how to do it becouse i don't have a lot of budget and i don't know if i can trust CMOS cameras and strobe lights.
What do you think? Any suggestion?

If you're looking for a flash of light and not a flashlight tutorial as a VFX shot. I would check out www.videocopilot.net. There is a Lightining strike tutorial on there that has the steps to make a flash of light in After Effects. While other stuff happens in this tutorial (namly a dude being struck by lightining and exploding) the steps to the effect you're looking for are in there. There is also tutorials on a day for night look which has steps for headlights, this should be helpful if you're looking for a flashlight look (unless you're british then I believe it's a torch).

I hope this is helpful and I'm sure it will also be a little entertaining.
