Does anyone know if it's a reduced rate for a character to sing a song in a film?

I've found that a student can purchase a Sony music song (or a non-profit organisation) for only a flat fee of $200.

It will be cheaper because you don't have musicians or performing rights involved, but you'll need clear the use of the song itself. A non commercial usage being cheaper isn't surprising, there are kinds of use purchases, some of which involve time and territory restrictions.

I may have to try multiple songs because it seems as though the artist also has some say in whether or not they don't want their work to be used (or the company) so in case it's a no, I have to have some backup options.
