I was watching Stir of Echoes starring Kevin Bacon.
Just wanted to know how the following effect was done.

Here's the link, forward 20 seconds.



This scene happens 55 minutes through the film, luckily I found the scene on youtube else I would have had a hard time describing it.

Undercranked, I suspect. Shoot at a lower frame rate (or speed it up in post) and direct the actors to move slowly to compensate. Much testing required, I suspect.
