Flashing background lights in MUSIC video

Just tyring to figure out how to achieve this, I have never been on a set where it seems to be done well (well at least a cheap set, like a Wooden Nickle lighting set).

The best I figure is par-cans on dimmers and or little edison switchers, and have a gag as we are recording. Here is an example of what I am talking about:

Anyway help would be awesome. Sadly we hardly have any budget.

I'm going to go with par cans flashed to 100% (or just simply on/off for however long you want full intensity for). The ramp up/down time doesn't look like it's specifically tied to a dimmer control.

You should be able to do that setup with a simple DMX board and dimmers for each of your units. You should then be able to program or manually operate basic effects
