Rag House lists them but i dont know what they are. Cutter with a flop?

Yes, it's generally a really big topper made by clamping some black material to a piece of wood or pipe, usually with another piece of wood clamped to the bottom to create an even edge and to weight the cloth downwards.

I have never heard of that term before. Well at least not in New York. Is it a regional term used somewhere I'm not familiar with?
