What is the difference between these two lenses , is there color grading , sharpness or reliefness difference between them ?

The 13.0mm f/1.9 Yvar is a fixed focus D-mount lens with three elements.  The 13.0mm f/1.8 Yvar D-mount lens focuses from three-quarters of an inch to infinity and has four elements.  Probably, the lenses would have to be compared side-by-side to respond your questions (it seems unlikely buyers of 8mm equipment in the 1950s would've demanded such information of the manufacturer).
