You can get great results shooting near windows, and using white bounce cards to fill in shadows.  Also diffusing the outside light with some kind of silk is a good approach.

I don't get the logic behind the question because it seems to breakdown into:

A. I don't have enough light inside to get a technically good video image (i.e. not noisy) so
B. How to I get a good video image without adding more light?

You just said that you need more light or exposure to get a better video image on your particular video camera... So the answer is that you either need more light or more exposure by using a faster lens or you need a better video camera (more sensitive or less noisy). I mean, do you really want to know how to light a scene for a better image as long as it doesn't involve any lighting?

Some of this is basic physics, your camera needs enough exposure to get a clean image.

Yes, if you can't add any light and can't use a faster lens and can't get a better camera, then at least have people stand closer to the light sources.

Also don't use auto gain / auto ISO in the camera, set the gain to the noise level you can accept and move the people closer to the light sources in the room until they get enough exposure.
