Especially the one on the right, which doesn't seem to be supported by that bar.

I see two Kino tubes taped vertically to a wall, is that what you are referring to?  Of course, I'm just guess that tape was used, could have been some wire if there was something to tie off to.  Could be Velcro... bigger issue is usually hiding the cable leading to the ballast.
