Is this the latest version of the "Nigerian" scam?  Or have I misread Mr.Wiliams's intent?

 

Actually, I require your assistance for a film production on African
Slave Trade movement. My name is Kodjo William, historian, currently
working with the Lome University as a Librarian. I started working on
this epic groundbreaking World Class film of the African slave trade
for over 15 years visiting African Universities, museums and Archives,
collecting and collating useful information and materials necessary,
as well as meeting great African historians and laureates to harmonize
ideas. The Project was estimated at $3,000,000.00 and over-invoiced to
the tune of $6,900,000.00 upto distribution level of which a bank
guarantee was issued in favor of Festiva De Cinema Knowns as Fescilom.

Seems like it, a bank wouldn't favour a guarantee to a film festival for a film project, especially since that appears to be the wrong festival name.

Seems like a bit over invoiced yes for a documentary production which has no professional producer or production company behind it. Something like 100k budget I could maybe believe

But would probably make a very good film if someone would really do it :)
You can ask to see the screenplay, if he has prepared this for 15 years I think it would be very interesting to read :)

I actually did create a documentary which detailed some incidents from the slave trade and this guy hit me with the same hook. I sent him to my films on youtube then he sent this:

Sequel to my initial message, I will like to inform you that funding already be secured and as regard Film script and synopsis, already was conditioned between Fescilom and the (OAPI). This is to enable us act in accordance to the property protection law in compliance with the African Intellectual Property Protection Organization known under the acronym (OAPI for its French name, Organisation Africaine de la Propriété Intellectuelle as the main organization that ensures the protection of intellectual property rights in most African French speaking countries where my country is located.
 
The film budget was estimated at $5,100,000.00 for its actualization by the appointed members of the Project Review Panel (PRP). The amount mentioned above was however, over-invoiced to the tune of $21,800,000.00 by the (PRP) to ensure that 80% of the available funds in ADBank custody is release upfront for project execution and actualization.
 
The over-invoice sum of $16,700,000.00 will be set aside equally among parties as backup funds to handle miscellaneous expenses peradventure during the production exercise. What I need to do first as regard the property protection law, is after receiving your letter of interest, will give contract award certificate in favor of your company then pull out the project fund upfront, thereafter, the signing of the contract in person upon my arrival to meet you with the film synopsis including all materials put in place.  If for instance you are not a producer but working under a production company or have a friend who is a producer, we can still work with you to succeed the contract fund upfront prior contract signing and whatever assistance rendered by you, will be duly compensated upon open negotiation. And your company will be given the opportunity the to receive the production contract award.
 
To enable me move forward, if that your company is interested in this venture, you will first and foremost write a letter of interest to the address, Ministry of Acts and Culture under my care to submit to various signatories for endorsement of your interest prior filing the contract materials in favor of your company.

I told him I'd get my legal team to look over it but I chalked it up as scam and forgot about it, but then he sends this yesterday:

you could get a PO box? Then they don't have an address?

However the certified check will be a fraud; so that although it'll clear your bank (in theory) once they send it out to get verified it'll come up at fraudulent and they'll pull that money out of your account. 'course they'll then investigate, and since you knew it was a scam and posted online, and believed the check was bad/bogus, then you might be in trouble.
