So I found a russian arm vehicle on Instagram, but there's a front housing and I'm guessing it's for an HMI or something. I've never seen something like it before on a car. If anyone knows please let me know.

Waterproof camera housing, I suspect.

 

You're right, it could be a waterproof case, but it makes me wonder because the camera is already mounted, and the head looks awfully big compared to the crane.

Looks like the type of remote head and camera housing typically found on a helicopter. I guess they wanted to shoot with two cameras simultaneously. They are probably driving through mud and dirt, hence the housing. The placement seems a little dangerous in terms of blocking visibility and unbalancing the vehicle but I guess they're not planning on any high speed maneuvers. You can see that the camera and head are supported from below and are basically hard mounted, the triangulated grip support from the top is just for stability.
