Best audio software for small speed changes?

Hi,

Were getting ready to shoot a music video on super 16mm on July 10th and 11th.

I have two questions.

Should I manipulate the audio so that it matches up to 23.97 fps? If so how do I do that? I may be doing the transfer on a spirit which I believe has variable frame rates.So does the 23.97 apply here?

I also want to do some shots at 48fps with the audio doubled as well for slo mo.Whats a good pc based program to do that with and do I have to factor in the 23.97 differential in doubling speed?

We will have to burn the time adjusted files to cd for playaback at the shoot.

Please give me some advice for creating accurate lip sync!

You know the 2nd tab from the right at the top is the Prod. Sound section, you should ask this there if you don't get any answer here.
