How do I create a 'trippy/neon' kinda effect with lighting?

Hello

 

I'm a filmstudent (+ new to this forum) and I've a question. I'm working on a project for school and it's about somebody that is tripping somewhere in the toilets of an underground club. I want to give the toilets a 'Benoît Debie kinda look & feel' (neon cinema) but I want to know what I can do more to sell the 'trippy' effect? How can I create a trippy/surrealistic/neon cinema effect with lighting?

I'll be using a few ARRI FRESNEL 300 & 650 plus, 1 Kino Flo 4Bank and of course colored gels.

Assuming you only have 20x24 party gels, your Arri lights will be relied on heavily. Get yourself in the ballpark through lighting and push the effect home when you grade in post by playing the values of the whole RGB channels for a super punchy effect.
