I'm producing and shooting a music video soon and I need to prepare a line by line breakdown of my expenses. I plan on shooting an hour's worth of film at 24 fps. So how much should I estimate 2400 feet of new 16mm negative stock would run ?

Between $0.35 and $0.20 a foot, depending on which stock you use. Err on the side of caution and go with $0.35/foot.

I'm doing the same thing this very week.

The processing and transfer costs are a bigger concern than the stock.

I had good luck with media distrbutors www.mediadistributors.com
they have decent prices on fuji eterna and vision 2 which I think are the hottest low grain stocks for 16mm.I would also consider kodak 7245 if you have a lot of light or outdoor scenes.. I went with the fuji.
They should be able to put you in the middle somewhere of downix's estimate's.
