XL Super 8 Camera VS Non-XL Cameras

Is the general consensus that XL cameras aren?t as sharp as non-XL cameras?

I don't know about that, my Chinon Pacific 200/12XL is pretty darn sharp.

Depends on the shutter opening and the lens used.

"XL" (existing light) cameras often had a wider shutter opening (longer exposure time), which gave slightly more motion blur. Faster lenses might not have been as sharp "wide open", and gave reduced depth of field, but generally performed well in the mid-range of f/stops.

Definitely not as sharp because of the longer exposure time. XL cameras are useful in low-light situations where you need the extra light. If you have a lot of light you are better off with a narrower shutter. Of course it depends on the effect you are tryin to achieve. Maybe you want that motion blur.
